1. Preliminary preparation


1. Prepare a project proposal or feasibility study report: The project unit needs to plan the photovoltaic power generation project in detail and prepare a corresponding project proposal or feasibility study report to prove the feasibility and economic benefits of the project.


2. Obtain relevant approvals and opinions: The project unit needs to obtain the "project approval" from the Development and Reform Commission, the "land use pre-examination opinion" from the land department and the "environmental assessment review opinion" from the environmental protection department.


2. Submit a filing application


Prepare application materials: The project unit needs to submit a fixed asset investment filing form and a distributed photovoltaic power generation project filing application form to the municipal or county-level energy authorities. These application forms should contain basic information about the project, such as project name, construction location, construction scale, investment estimate, construction period, etc.


Additional materials: A relevant project plan must also be submitted, which should comply with the relevant regulations on the installation of photovoltaic power generation systems in buildings and other facilities. At the same time, provide proof of use of the project land or rooftop sites, such as land certificates, property certificates or lease contracts. In addition, if the contract energy management method is adopted, it is also necessary to provide materials such as the energy service management contract signed with the power user.


III. Document review and approval


Document review: The energy department will review the submitted documents, mainly to examine the compliance, feasibility and compliance of the project with local policies.


Approval process: If the documents are complete and meet the requirements, the energy department will approve it; if the documents are incomplete, it will be required to complete the documents before review; if it does not meet the requirements, it will not be approved.


IV. Subsequent procedures


Other relevant procedures: After the project is approved, the project unit must also handle other relevant procedures, such as construction project planning license, construction license, etc.


Construction preparation: After obtaining all necessary procedures, the project unit can start construction preparation work, including selecting a construction unit, purchasing equipment and materials, etc.


V. Grid connection acceptance


Submitting a grid connection application: After the project is completed, the project unit needs to submit a grid connection application to the local power supply company and provide the corresponding grid connection acceptance materials.


Grid connection acceptance: The power supply company will organize professionals to conduct grid connection acceptance to ensure that the photovoltaic power generation project meets the grid connection technical standards and safety requirements. After acceptance, the project will be officially connected to the grid for power generation.
